it is most inadvisable that too many oil

tanks should be erected in any one area.

Unless local conditions permit of the

provision of oilstorage accomodation under-

ground at a reasonable cost, the dispersion of

an objective as possible to bombardment from

the sea and bombing from the air is most

desirable.

If, therefore in the future

the erection of any further oil storage

accomodation at Hong Kong ia contemplated

it would be better that some suitable site

other than one in the immediate vicinity

of the two installations referred to above

should be selected,
